In recent decades, society has become accustomed to a way of eating that promotes global warming, aggravates world hunger and water shortages, fails to ensure food security, harms our health, and violates Switzerland’s constitutional principle of dignity for animals. As most of the problem stems from a high consumption of animal-derived foods, the solution will involve a shift towards plant-based eating. Our ballot initiative in Basel will promote such a shift by demanding plant-based options be served in all public canteens.

Proposed Legislation

The environmental protection law of the canton Basel-Stadt is altered as follows:

V. (new) Environmental damage through diet

§ 19d Promotion of a plant-based diet

1 The canton establishes guidelines for the promotion of an increased plant-based diet. The effects of the consumption of animal products on the environment, resource and land use, health and animal welfare are demonstrated therein. The guidelines give recommendations to lower the consumption of animal products and to increase the percentage of vegetarian and vegan options.

2 The canton takes appropriate measures to promote the uptake of vegetarian and vegan meals in the catering facilities of public establishments as well as in other institutions.

3 The canton creates appropriate incentives for the training of chefs in the preparation of vegetarian and vegan meals and sees to it, in so far as it is able, that schoolchildren as well as home economics teachers are familiar with the preparation of vegetarian and vegan meals.

4 The canton extends the supply of vegetarian and vegan options in public establishments as well as other institutions, and introduces a daily vegan option in catering facilities which offer more than one set meal.

5 The canton sees to it that the demands and measures in sections 1 to 4 are realised within two years of the adoption of the initiative at the latest.
